Summary of the Board Called Meeting
July 3, 2008 

 

 

The Habersham BOE met in a called meeting on July 3, 2008, at 3:30 PM.  

 

Board members present were Mr. Gilbert Barrett, Mr. Dick Martin, Mrs. Meredith McConnell, and Mrs. Patsy Taylor. Mr. Allen Smith was absent. Also present was Superintendent Robert Costley.

 

Mr. Barrett called the meeting to order.

 

Mr. Costley recommended a revision to the agenda, adding an Executive Session for the purpose of Personnel to take place before Personnel Matters. The Board then went into Executive Session to discuss personnel.

 

Upon the close of Executive Session, Mr. Costley presented the following two items of business:

 

Classified Salaries—Mr. Costley summarized the Board’s work with Pioneer RESA in revising the classified salary schedule for Habersham employees, and he presented a draft of the revised salary schedule for Fiscal Year 2009 with additional changes. The proposed schedule would include the statewide 2.5% salary increase that teachers were awarded as well as provide an additional increase to make classified salaries more competitive and consistent with salaries in other school systems in the Pioneer RESA district. Mr. Costley recommended that the Board tentatively approve the proposed salary schedule pending the additional changes, and he recommended that the final draft be approved on the July 28, 2008, Board of Education meeting.

 

Personnel Recommendations: Mr. Costley recommended the approval for specific resignations, retirements, and new positions for FY09.

Summary of the Board Work Session
June 30, 2008 

 

The Board of Education met in a Budget Work Session on Monday, June 30, 2008 at 8:30 a.m. in the Board of Education Meeting Room. The following members were present:

Chairperson Barrett called the meeting to order.

The Board approved the agenda as presented.

            Accept the resignation of Julie Kelly, Teacher at Demorest Elementary      

 

The Board discussed the budget and reviewed items of concerns. The latest budget proposals include several features requested by Board members:

 

·         Suspension of paying salary and expenditures for the Habersham Federal Credit Union except for the payment of salary for Gay Perry.  Payment will continue for her throughout her employment.

 

·         Implementing the Kelly Services Program with the understanding that the Personnel Director will update the Board on progress at the end of October and quarterly thereafter.

 

 

·         A new salary schedule for secretarial and paraprofessional employees.  Several schedules have been proposed, and the estimate for the highest cost has been included in the budget.  A meeting will be held within the next two weeks to determine which scale will be adopted.

 

Dr. Forbes made her final recommendation to the Board as Superintendent of Schools that the Board approve the budget for FY 09 as presented.  Dr. Forbes emphasized that the recommended budget is a balanced budget with a healthy starting balance which should allow the Board to consider lowering taxes by 1 mill.  The Board unanimously approved her recommendation.

 

The Board expressed their thanks to Holly Berry and Dr. Forbes for their work in preparing the budget.  They also thanked Dr. Forbes for her service to the system and wished her well in her retirement.  Dr. Forbes thanked the Board for their support and work with her.

The Board discussed the tentative budget.  They heard a presentation from Debbie Baldwin and Courtney Hortman of Kelly Services regarding their program for providing substitute services.  The Board members engaged in a discussion about items in the budget, and they carefully reviewed any increases from last year’s budget.  The Board will meet on Monday, June 30 at 8:30 a.m. to take action on the budget for FY 2009.

 

The Board went into Executive Session to discuss a personnel matter and a legal matter.  They returned to open session and no action was taken.

Chairperson Barrett called the meeting to order.  Dr. Phil DeMore provided the invocation, and students attending the meeting led the Pledge of Allegiance to the American Flag.

In Announcements and Recognitions, Dr. Judy Forbes presented the Extra Mile Award to Misty Turpin, Assistant Principal at Cornelia Elementary.  She was nominated by her staff for the support that she gives teachers and the work that she does to maintain high standards at her school.  Dr. Forbes presented her a framed certificate of recognition and a gift certificate to Gusben’s.

 

Dr. Forbes presented the Habersham Sunrise Rotary Service Above Self Award to Daniel Seales. Mr. Seales provides translation assistance for the schools and the system.  Most of the system forms are been translated by Mr. Seales so that all parents receive communication from the schools.  He was nominated by his peers because of the diligence, poise, and positive attitude he demonstrated during the busy spring months as many meetings were held with parents.  Dr. Forbes presented him a framed certificate of recognition and a gift certificate to Fenders.

 

Dr. Forbes recognized Dr. Robert Barron, Key Club Advisor at HCHS, who helped her recognize the Key Club on their many accomplishments this spring.  Assisting Dr. Barron in explaining the awards were Blake Adams, Ty Harmon, and Zach Underwood.

 

Dr. Forbes recognized Dora Lucas, HCHS Yearbook Advisor, on an outstanding publication.  Ms. Lucas was recently chosen by the Herff Jones Publishing Company as their most outstanding yearbook advisor for 2008.  Dr. Forbes congratulated her on this distinction.  Ms. Lucas presented each Board member a copy of the yearbook.

 

Dr. Forbes recognized two Habersham County students who were State Young Georgia Author Winners.  Representing kindergarten was Marly Welborn from Hazel Grove and from first grade was Tyler House from Demorest.  Winners at the RESA level were Alexis Ervin from Baldwin Elementary, second grade; Hanna Zeigler from Woodville Elementary, third grade; and Emily Thomas from the North Habersham Sixth Grade Academy.  Dr. Forbes congratulated these students, their teachers, and parents on this outstanding accomplishment.  Habersham County won the writing contest in 5 of the 13 grade levels in our Pioneer RESA district.

 

Dr. Forbes recognized Ted Smith of the Sons of the American Revolution (SAR) who presented Dr. Forbes the Martha Washington Award.  This is the highest award given to an individual who is not a member of the SAR.

 

Dr. Forbes introduced Glenn Jones, Energy Coordinator, who provided the Board a report on energy services for this school year.  The report showed significant savings in energy costs to the system because of energy conservation strategies implemented by employees.  Mr. Jones introduced Patrick Franklin who will be assuming the energy duties in July.

Rod Nix of Charles Black Construction Company provided the Facilities Update.  He explained that the Fairview School project is running on schedule with areas of the building being waxed today.  He reported that the Demorest sewer project is ahead of schedule.  He explained that the architect had provided a preliminary plan for an enlarged HCHS gymnasium which would seat the entire student body. 

 

Dr. Forbes recommended that the Board authorize the architects to go forward in drawing the plan for the HCHS gym as proposed.  The Board approved this recommendation unanimously.

 

Dr, Forbes also recommended that portions of the existing Fairview Elementary be used as the new site for the Habersham County Alternative School.  This would allow the school to have more space and improved facilities.  The Board unanimously approved the recommendation.

 

Dr. Forbes provided the Financial Report which showed balances on May 31, 2008.  The report showed revenues at the 92% level and expenditures at the 90% level.  Advalorem taxes show collections above the anticipated level by more than $1 million. SPLOST collections are ahead of the projections by more than $200,00 in the three months of collection on the new SPLOST.  This report and a review of the school financial record which has been conducted since March show the school system to be in solid financial condition, and we expect the ending balance to be ahead of the balance projected at the beginning of the fiscal year.  The Board approved the financial report.

 

Prior to going into Executive Session, the Board thanked Dr. Judy Forbes and Carol Kimzey for their service to the school system.  Dr. Forbes publicly thanked Mrs. Kimzey for her service to her and the system, commenting that Mrs. Kimzey anticipated every need of the Board and the Superintendent and conducted business with utmost professionality.  Dr. Forbes thanked the Board for this opportunity to serve the system and the children.

 

The Board went into Executive Session to discuss a personnel matter.  They returned to open session and no action was taken.

In the budget work session, the Board heard information from Pioneer RESA financial consultant Dr. Dennis Fordham regarding salary schedules for secretaries and paraprofessionals.  The Board requested that he clarify some of the information for presentation at a later session.  Dr. Forbes reviewed the budget proposal with information about funding in each function.  Jason Hogan, Technology Director, reviewed his budget and talked with the Board about technology needs which will require planning and commitment to fund on an ongoing basis. The Board asked Mr. Hogan to plan with the new superintendent and prioritize the technology needs for the budget so that this could be discussed in a future session.

Dr. Judy Forbes presented the Announcements and Recognitions.  She announced that Krista Ivester, HCHS Science Teacher, is the May Extra Mile award recipient. Mrs. Ivester had provided remediation for the Georgia High Science Graduation Test for approximately 27 students.  Recent test results showed that all passed the test and 10 scored at the highly proficient level.  Mrs. Ivester is to be commended for her Extra Mile work in helping these students reach a significant goal.  Mrs. Ivester was not present, but the award will be presented to her with her class.  She will be presented a framed certificate of recognition and a gift certificate to Gusben’s.

 

Dr. Forbes also recognized Vicki Cook, custodian at Demorest Elementary School, as the May Habersham Sunrise Rotary Service Above Self Award recipient.  Ms. Cook was nominated by a parent for her extra services.  Each morning, she opens car/truck doors for students as they arrive at school, greets them and calls them by name, and gives each of them a positive start for a new day.  Ms. Cook was presented a framed certificate of recognition and a gift certificate to Fenders.

 

Dr. Forbes recognized Doug Westmoreland, coach of the HCHS Tennis Team, who introduced the team members.  The girls and boys teams both progressed to the state playoffs, and this is the first time both teams have gone following the new playoff structure from the Georgia High School Association.  Dr. Forbes and the Board congratulated these students on their success.

 

Dr. Forbes recognized the  HCHS Valedictorian, Kelly Burke, and Salutatorian, Brooke Westmoreland.  These two young women posted the highest academic averages in the 2008 graduating class.  Both were also chosen by the Gainesville Times as this year’s Academic All-Stars.  Also chosen for that honor were Tyler Desper and Hannah Ivey.  The Board applauded these students on this very prestigious recognition.

 

Dr. Forbes introduced the HCHS District STAR Student, James Clement, and his STAR Teacher, Jennifer Hinson, teacher at the South Habersham Sixth Grade Academy.  James explained why he chose Ms. Hinson as his STAR teacher, and Ms. Hinson shared about her experiences as James’ teacher.  The board and Dr. Forbes congratulated James and Ms. Hinson on this outstanding honor.

 

Dr. Forbes recognized HCHS Golf Coach Chris Chitwood and the HCHS Boys Golf Team for their third consecutive Region title and the fifth in the last six years.  This team placed 11th in the state this spring.  Coach Chitwood introduced the team members, and the Board and Dr. Forbes congratulated them on their success.

 

Dr. Forbes recognized Martha Cantrell, Gifted Coordinator, who introduced the three students who have been named Duke TIP State Honorees.  They are Shelby Cody and Erin Thompson of North Habersham Middle School and Jeremy Craig of South Habersham Middle School.  These seventh grade students posted scores of more than 500 on individual portions of the SAT, and they have been recognized at the state level for their performance.  The Board congratulated them and their parents for this honor.

 

Chairperson Gilbert Barrett recognized the members of the Association for Gifted and Talented Learners in Habersham for a presentation.  Jenny Gleber read Georgia House Resolution 1526 which was submitted by Rep. Ben Bridges and read and adopted by the Georgia House on March 4, 2008. The resolution recognized and commended Mr. Bruce Forbes and Dr. Judy Forbes on their retirement.  They were presented the official copy of the resolution.  Mr. Forbes and Dr. Forbes both thanked the AGTLH for their work to coordinate this.  They also thanked the school board and the school system for the opportunity to serve in a community where people care about one another and want the best for their children and their future.

Rod Nix of Charles Black Construction provided the facilities update for the Board.  He reported that the new Fairview School is 90% complete, and that the budget is on track with no change orders having been submitted. The work in the other areas (cafeteria, gym ceilings, floor coverings) is all progressing on schedule.  He also reported that the Demorest sewer project has been bid and that this work will be completed for the opening of school.  The project for this nearly 98,000 square foot facility was slated to take 13 months, and they are ahead of that schedule at this point.  The Board thanked Mr. Nix for this report. 

 

Dr. Forbes provided the financial report stating that ad valorem collections for the system are only about $20,000 away from completion.  Revenues are at approximately 85% while expenditures are at the 82% level.  The school system is in the second month of the new SPLOST collections, and total collections are already about $200,000 above the projected amount. This report looks very favorable at this time.  The Board approved the report.

 

Chairperson Barrett presented a video tribute to Dr. Judy Forbes which had been prepared by Jill Gallagher of the HCHS Video Journalism program.  The Board also presented Dr. Forbes with a gift for her 35 years of service to the school system.

 

The Board went into Executive Session to discuss a legal matter.  The Board returned to open session, and no action was taken.

 

The Board debriefed, commenting that the meeting had been a good one.

 

The meeting was adjourned at 8:50 p.m.

April 14, 2008 

 

The Habersham County Board of Education met in a work session on Monday, April 14, 2008, at 4:00 p.m. at the Board of Education Meeting Room to discuss personnel and legal matters.  These matters were discussed in Executive Session.  At 5:00 Martha Cantrell, system gifted coordinator, provided a gifted program overview.  Present were:

The Habersham County Board of Education held its regular monthly meeting on Monday, April 14, 2008 at 6:00 p.m. in the Board of Education Meeting Room. Present were:

Chairperson Barrett called the meeting to order.  He asked Jim Van Hooser, Principal of Habersham Central High School, to provide the invocation.   HCHS student David Chandler led the Pledge of Allegiance to the American Flag.

 

The Board approved the agenda with additions.

 

In the Announcements/Recognitions portion of the meeting, Dr. Judy C. Forbes recognized Bobby Ivey, Choral Director at Habersham Central High School, as the April Extra Mile Award recipient.  Mr. Ivey was nominated by his peers for his commitment to the county-wide choral program and for his work to promote student excellence.  He recently assisted Wayne Bailey with the Region and State Literary Meets. He was also instrumental in working with the other choral directors in the system to establish a Fifth Grade Honors Chorus.  Dr. Forbes presented Mr. Ivey a framed certificate of recognition and a gift certificate to Gusben’s.

 

Dr. Forbes presented the Habersham Sunrise Rotary Service Above Self Award for April to Gay Perry.  Ms. Perry is a Credit Union employee who works hard to provide innovations in that department as well as routine kind and friendly customer service to all who interact with her.  Ms. Perry was absent but will be presented a framed certificate of recognition and a gift certificate to Fender’s.

 

Dr. Forbes recognized Kay Powell, club advisor for the Habersham Central FCCLA programs.  Together they recognized the STAR Events winners who will advance to state competition in April.  They are:   Emily Davis, Janice Ramirez, Dixie Mayes, Brittney Grogan, Kendra Nations, and Leta Lomax.              

 

Dr.  Forbes recognized Wayne Bailey,  HCHS faculty advisor for the Literary Meet team.  Together they recognized HCHS students who represented the school at the Region Literary Meet.  They are:  Emily McLeod, Girl’s Solo; Trey Smagur, Boy’s Solo; Kelly Burke, Girl’s Essay; Tyler Desper, Boy’s Essay; Chad Moore, Boy’s Dramatic Interpretation; Emily McLeod, Sophia Provitera, and Tiffany Reese; Girl’s Trio; Trey Smagur, Colton Webber, Jason Turner, and David Chandler, Boy’s Quartet; and Hayley Ginn, Girl’s Extemporaneous.  Winning Region titles were Emily McLeod, Girl’s Solo; Emily McLeod, Tiffany Reese, and Sophia Provitera, Girl’s Trio; Kelly Burke; Girl’s Essay; Trey Smagur, Boy’s Solo; Tyler Desper, Boy’s Essay; and Chad Moore, Boy’s Dramatic Interpretation.  Winning at the State competition was  Emily McLeod in Girl’s Solo for the second consecutive year.  Habersham Central won the Region title and placed second in the State Meet.

 

Dr. Forbes recognized Tammy Caudell, President of the Advocates for Gifted and Talented Learners of Habersham, who presented the Board the award they recently won as the Georgia Association for Gifted Children “Chapter of the Year”.  This award will be placed in the Board Office building.
